Denzil “Don” James – Chief Executive Officer

Mr. James brings significant experience and expertise to his new role at SCASPA. For the past twenty-five years he was employed by the Eastern Caribbean Central Bank (ECCB) where he held various positions. Mr. James’s most recent position was Advisor to the Governor immediate Office. Prior to joining ECCB, Mr. James served as a Graduate Teacher (Head of the Business Division) at the Cayon High School. James also holds a Master of Science in Finance and Accounting and a Bachelor of Science in Economics and Accounting.

Tuffida Stewart – Chief Financial Officer

Ms. Stewart is a Finance and Management Executive, with over 16 years of senior management experience in Public Accounting, Hospitality, Insurance and Ports. She has worked in Grenada, Trinidad and Tobago, Antigua and Barbuda, and St. Kitts and Nevis. Ms.Stewart is a Fellow of the Association of Chartered Certified Accountants (FCCA), UK, and holds a Certificate in International Audit,  a BSc. in Accounting and Business Administration and a Master of Business Administration. Ms. Stewart has served SCASPA for over 13 years, in the capacity of an Independent Contractor and as a Contracted Employee.

Yvette Isles-Gumbs – Chief Human Resource and Communications Officer.

Mrs. Gumbs holds a BSc in Hospitality and Tourism Management with a concentration in Human Resources. She has worked for the St. Christopher Air and Sea Ports Authority for approximately 36 years in several capacities and has been in the HR Department for the past 10 years.

Azard Gumbs – SCASPA Legal Counsel

Mr. Azard Gumbs is a Barrister and Solicitor who joined the SCASPA winning team on August 5th 2020 as the Legal Counsel of St. Christopher Air and Sea Ports Authority . Mr. Gumbs holds a Bachelor of Laws with honours from the University of the West Indies, Cave Hill Campus and a graduate of the Norman Manley Law School in Jamaica. In his previous work years, Mr. Gumbs has served as a Crown Counsel within the Attorney General’s Office, High Court Registry, Land Registry and the St. Kitts Investment Promotion  Agency.

Mervin Lewis – Chief Maintenance Officer

Mr. Mervin Lewis joined the Senior Management team of SCASPA in August 2015. Before joining SCAPSA, he was employed at the St. Kitts and Nevis Coast Guard where he led the Engineering Department as Warrant Officer Second Class (WO2) and Chief Engineer. He served for over twenty-two (22) years where he underwent numerous training in Engineering and Leadership, locally, regionally, and internationally to enhance his development in such areas.

Loui Hendrickson – Chief of Safety and Quality Control

Mr. Loui Hendrickson is one of the longest serving managers at SCASPA. He has been with the Authority for approximately 37 years and has served in several capacities including his new appointed position as Chief of Safety and Quality Control. His training includes but not limited to Port Management and Development, Shipping Logistics and Improving Port Performances (IPP 1-2).

Elsworth Warner – Chief Operating Officer/Airport Manager

Mr. Warner is one of the longest serving managers at SCASPA and has been with the Authority for approximately 37 years. Warner has successfully completed training in Meteorology, Air Traffic Control, Aeronautical Information Services and Aviation with exposure to Airport Safety Oversight. He currently holds the position of Chief Operating Officer/Airport Manager.

Joseph Wilson – Chief Operating Officer/Sea Ports Manager

Mr. Wilson holds a Bachelor of Business Administration from INHolland University located in Rotterdam, where he majored in International Business Management and minored in Seaport Management, Digital Business, Economics and Marketing. Mr. Wilson developed a passion for Seaport Operations during his internship at SCASPA in 2014 which motivated him to join full-time in May 2016. Prior to his role at SCASPA, he has worked extensively in the retail industry and in the tourism/hospitality sector.

Shadine Julius – Accounts Manager

Ms. Julius is a Certified Public Accountant (CPA) and a Certified Information Systems Auditor (CISA). Previously, at Grant Thornton, she served as a member of the audit team, performing financial statement audits and information system audits on clients in various sectors including telecommunications, banking, insurance, construction, and retail. Ms. Julius then joined SCASPA’s Winning Team in July 2016. She holds a Bachelor of Arts in Accounting from the University of the Virgin Islands and a Master of Accountancy from the Bowling Green State University in Ohio with special concentration in Accounting, Auditing and Information Systems Audit and Control.

Marva Burroughs-Liburd – Human Resource and Communications Manager

Mrs. Burroughs-Liburd joined the ranks of the St. Christopher Air & Sea Ports Authority (SCASPA) in March 2012. She pursued an MBA in Advertising and Marketing in Britain and a Bachelor of Arts (double major) at the University of the Virgin Islands in English and Speech Communications & Theatre. Mrs. Burroughs – Liburd has been in Public Relations and Marketing for approximately 21 years, first at the St. Kitts-Nevis National Bank and then at the St. Kitts-Nevis Development Bank, prior to the continuation of this career path at SCASPA.

Joy Richardson – Airport Operations Manager

Mrs Joy Richardson holds the position of Airport Operations Manager with a Master’s Degree in Air Transport Management from City University, London.  Mrs Richardson has performed other duties within SCASPA as a trained Air Traffic Control Officer and Airport Operations Officer / Safety Officer.  Mrs Richardson training includes numerous ICAO Safety and Occupational Health and Safety training locally, regionally and internationally.

Anderson Dolphin – Marine and Passenger Operations Manager

In January 2018, Mr. Anderson Dolphin Joined the SCASPA Team and assumed duties in the Marine Division attached to the Seaport Operations Department. In 2019 he was appointed as the Marine and Passenger Operations Manager. Mr. Dolphin holds an Associate Degree in Nautical Science. He is also a certified Maritime Officer with certificates in Maritime Safety Assessment on the Port of Basseterre, Boat Mastering, and Ship Manoeuvring and Handling. His other awards and decorations include certificates in Global Maritime Distress and Safety System, and Outboard Engine Maintenance from the United States Coast Guard.

Kervin Freeman – Cargo Operations Manager

Mr. Kervin Freeman is attached to the Seaport Operations Department and currently holds the position of Cargo Operation Manager. Mr. Freeman has dedicated 17 years of service to the Authority and has served in several capacities. Throughout his years at SCASPA, Mr. Freeman has earned certificates in areas of Port Management, Sustainable Freight and Finance, Container Operations, Port Reception Facilities and Waste Management and Health & Safety Compliance Management.

Icilma Pemberton – Internal Auditor

In August 2020 Iclima Pemberton joined SCASPA’s winning Team. Ms. Pemberton is known for her impeccable Accounting and Auditing skills as she brings twenty (20) years of experience and expertise in Accounting and Auditing to SCASPA.  Ms. Pemberton holds a Certified Accountant Technician Degree from the Association of Chartered Certified Accountant.

Esric Delaney – Maintenance Operations Manager

Mr Delaney has been employed at SCASPA for approximately 20 year, and presently plays the pivotal role of Maintenance Operations Manager attached to the Facilities Maintenance Department. Delaney holds a Diploma in Motor Vehicles Mechanic. He is also certified in Automotive Engineering with certificates in courses such as Automotive Diagnostic and Trouble Shooting Skills and Electrical systems, Hydraulic Systems and Diagnostic.

Royden Herbert – Building Maintenance Operations Manager

Mr. Herbert joined SCASPA’s winning team in 2003. Since then, he has worked in several capacities at the Authority. He is currently attached to the Facilities and Maintenance Department as Maintenance Operation Manager with responsibility for Building and Maritime Maintenance. Mr. Herbert is certified and well experienced in the area of Boating and Engine Maintenance with certificates in Diesel Engine and Hull and Engine Maintenance. He is also a licensed Caribbean Boat Master.
