Ms. Moore began her journey in the world of work at the St. Kitts-Nevis-Anguilla National Bank as a teller clerk and was later transitioned to a Loans Division Clerk.
She later worked in the United States as a contracted Evaluator for A.G. Edwards Investments, an American financial service holding company now known as Wells Fargo Advisors. She later gained additional experience through employment at Citi Group – an American multinational investment bank and financial services corporation – where she served as a Funding Operations Specialist.
In 2007, Ms. Moore began working as a Senior Tax Inspector at the St. Kitts and Nevis Inland Revenue Department (SKNIRD). Seven years later, she was promoted to the position of Audit Supervisor with responsibility for the Large & Medium Tax Payer Division Unit. In 2018, she was appointed as an Assistant Comptroller. The following year (2019), she was again promoted to the position of Manager of the International Taxation Unit until October 2022.
Ms. Moore holds a Master’s Degree in Entrepreneurial Studies (2005) and a Bachelor’s Degree in Accounting and Management Information Systems (2003), both obtained from Lindenwood University in St. Charles, Missouri USA.
Ms. Moore is also a Certified Fraud Examiner and a member of the Association of Certified Fraud Examiners.
Mr. Calvin Duggins brings a wealth of knowledge and experience in providing strategic direction and process optimization for the operations of the St. Christopher Air and Sea Ports Authority.
Mr. Duggins is a trained Economist and an experienced investment management professional with almost a decade of postgraduate experience. Mr. Duggins has also worked with organizations to improve operational efficiency, financial conditions, and human resource standards.
Mr. Duggins was previously employed at the Eastern Caribbean Central Bank where he was primarily responsible for the management of the Central Bank’s reserve portfolio, having joined the institution in 2015. Mr. Duggins has acted in various roles including Lecturer at the CAPE and UWI levels, Investment Consultant to a regional pension fund, and entrepreneur, to name a few.
Mr. Duggins possesses both a BSc in Economics with a minor in Finance and an MSc in Financial Economics from the University of the West Indies; and an MBA from the UWI-Arthur Lok Jack Global School of Business.
Having progressively served the people of the Eastern Caribbean Currency Union for almost a decade, Mr. Duggins is elated to have a more direct impact on the country and people of the Federation of St Christopher and Nevis in his new capacity as COO of the St. Christopher Air and Sea Ports Authority.
Mr. Wilson holds a Bachelor of Business Administration from INHolland University located in Rotterdam, where he majored in International Business Management and minored in Seaport Management, Digital Business, Economics and Marketing. Mr. Wilson developed a passion for Seaport Operations during his internship at SCASPA in 2014 which motivated him to join full-time in May 2016. Prior to his role at SCASPA, he has worked extensively in the retail industry and in the tourism/hospitality sector.
With a passion for geography, Don Grant embarked on a distinguished career in aviation, commencing as a certified meteorological observer in 1994 at the Caribbean Meteorological Institute. Transitioning to air traffic control in 1997, he honed his skills at the Government of the Republic of Trinidad and Tobago Civil Aviation Training Center, aligning his practices with International Civil Aviation Organization (ICAO) standards. Over the span of 30 years, Don has provided air traffic services, facilitated training for new controllers, and represented worker interests, ensuring safety and efficiency at Robert L Bradshaw International Airport and the British Virgin Islands Aviation Authority. Certified as a Designated Examiner and On-the-Job Training (OJT) Instructor, Don remains steadfast in his commitment to enhancing aviation standards and advocating for worker rights, epitomizing a dedication to public safety and professional excellence.
Ms. Julius is a Certified Public Accountant (CPA) and a Certified Information Systems Auditor (CISA). Previously, at Grant Thornton, she served as a member of the audit team, performing financial statement audits and information system audits on clients in various sectors including telecommunications, banking, insurance, construction, and retail. Ms. Julius then joined SCASPA’s Winning Team in July 2016. She holds a Bachelor of Arts in Accounting from the University of the Virgin Islands and a Master of Accountancy from the Bowling Green State University in Ohio with special concentration in Accounting, Auditing and Information Systems Audit and Control.
Mrs. Burroughs-Liburd joined the ranks of the St. Christopher Air & Sea Ports Authority (SCASPA) in March 2012. She pursued an MBA in Advertising and Marketing in Britain and a Bachelor of Arts (double major) at the University of the Virgin Islands in English and Speech Communications & Theatre. Mrs. Burroughs – Liburd has been in Public Relations and Marketing for approximately 21 years, first at the St. Kitts-Nevis National Bank and then at the St. Kitts-Nevis Development Bank, prior to the continuation of this career path at SCASPA.
Derrick Fyfield is a retired military officer who served with distinction as a Warrant Officer Class 1 (Regimental Sergeant Major) of the St. Kitts-Nevis Defence Force. With a career characterized by commitment and leadership, Mr. Fyfield's journey began in 1981 when he joined the Cadet Corps while attending Basseterre High School. Following his school years, he enlisted in the St. Kitts-Nevis Defence Force Reserves in 1985 and subsequently transitioned to the Army Regular in 1997, serving until his retirement in 2014.
Mr. Fyfield engaged in extensive training and professional development throughout his military career. He completed the Cadet Officer Course in Barbados in 1985 and undertook Drill Instructor training in Guyana in 1995. A notable achievement was his graduation from the United States Army Sergeant Major Academy in 1998, following a year of advanced training. His capabilities were further strengthened with specialized training in Hostage Negotiation and Military Intelligence in the United States 1999. In 2008, Mr. Fyfield broadened his military expertise through additional training in Taiwan.
Beyond his distinguished military service, Mr. Fyfield applied his skills and discipline as a Senior Customs Officer. He contributed significantly to strategic planning and oversight as a former member of the Board of Directors for the St. Christopher Air & Sea Ports Authority (SCASPA).
Mr. Fyfield is a father of four from a large family in New Town, Basseterre. He is highly regarded in military and civilian communities for his dedicated service and exemplary leadership.
In August 2020 Iclima Pemberton joined SCASPA’s winning Team. Ms. Pemberton is known for her impeccable Accounting and Auditing skills as she brings twenty (20) years of experience and expertise in Accounting and Auditing to SCASPA. Ms. Pemberton holds a Certified Accountant Technician Degree from the Association of Chartered Certified Accountant.
Mr. Kervin Freeman is attached to the Seaport Operations Department and currently holds the position of Cargo Operation Manager. Mr. Freeman has dedicated 17 years of service to the Authority and has served in several capacities. Throughout his years at SCASPA, Mr. Freeman has earned certificates in areas of Port Management, Sustainable Freight and Finance, Container Operations, Port Reception Facilities and Waste Management and Health & Safety Compliance Management.
Mr. Nigel Webbe brings over three decades of experience in the construction and maintenance industries, having begun his professional journey in 1993 as an apprentice in carpentry and masonry. His foundational years in the construction sector laid the groundwork for a career characterized by technical proficiency, leadership, and a commitment to continuous development.
In 1995, Mr. Webbe joined the St. Christopher Air and Seaports Authority (SCASPA) as a General Maintenance Worker in the Maintenance Department. His diligence and drive for excellence were soon recognized, and he steadily progressed through the ranks. Between 2003 and 2005, he pursued a two-year course in General Construction, graduating with distinction. This achievement propelled him into a supervisory role, and by late 2005, he was appointed Supervisor of Maintenance.
Mr. Webbe is a strong advocate of lifelong learning. From 2005 to 2007, he undertook specialized training in airfield lighting with Navaid Lighting Associates in St. Lucia, alongside safety training and a course in Comprehensive Preventive Maintenance. These credentials further enhanced his technical and managerial capabilities.
In 2008, Mr. Webbe temporarily stepped away from SCASPA but returned in January 2010, bringing renewed energy and focus to his role. He has also completed a Leadership course at the Clarence Fitzroy Bryant College, reflecting his dedication to both personal and professional growth.
Most recently, in 2025, Mr. Webbe further expanded his qualifications by undertaking training as a Certified Maintenance & Reliability Professional (CMRP), underscoring his commitment to excellence in asset management and operational reliability.
Currently serving as Acting Maintenance Manager, Mr. Webbe continues to lead with a passion for operational excellence, safety, and team development. His extensive experience and proactive approach to maintenance management make him a vital asset to SCASPA’s operations.
